At 1960s, many mathematicians in Latin America were versatile in Russian. The reason for that was not a special love for the Russian culture in that region but a purely economical one: generally, math libraries and inividuals were not able to afford books published in the West, while at the same time they found plenty of superb books in Russian for a fraction of price of their Western counterparts.

As heard from Dimitry Leites at 2004:
As heard from Jan-Erik Roos at 1986, this is exactly the same reason why most of the Swedish mathematicians (of that time) were able to read Russian.
